white background and no graphic

Can someone please tell me how to fix this. when i sign on to the internet on
2 of my user names i have a solid whate bacground and no graphics. My enter
button and submit buttons are missing. It has been this way for several
months. I thought my graphics card was out. but when i sing on with another
user name some of the websites are okay. I searched the web for this problem
and found that lot of others have had this problem, but i could not find a
solution. I am running Windows xp.
any help would be appreciated???

What do you mean by "sign on to the internet"????
