Well my problem is that every time i go on my
computer and try to click the stat menu, this
annoying "new programs installed" bar pops up. It
prevents me from clicking on other things like "log off".
I am forced to constantly view the "start" programs to
make the annoyance go away. Isn't there some kind of way
to prevent my computer from giving me this annoying
notification which never seems to go away even when the
program is over a month old.

Right click the taskbar and select Properties. On the Start Menu page,
click the Customize button. On the next screen, uncheck the box next to
"Highlight newly installed programs" located on the Advanced page. OK
your way back to the desktop.

From Kelly's A-Z (Start Menu - Clean)

"One other option that deserves mention is the Highlight newly
installed programs. This is another annoyance you will want to switch
off quickly! Not only will newly installed programs be listed with a
yellowish highlight in the All Programs menu, you will also receive a
pop-up when you open the start menu that tells you New programs
installed."
