Make sure the firewall is set at high for Internet Zone Security and Low/Med
for Trusted Zone Security, aqnd make sure that all the programs you are
sharing have the appropriate rights, etc. Usually sharing programs rights
should be set at Access(Trusted & Internet) and Server(Trusted & Internet).

I don't know about using a crossover cable, but I have used ZoneAlarm
with ICS on a network since inception and have yet to see a problem. I
have both of my security zones set to medium.
You might want to take a look at the advanced tab in the ZA security
window and be sure the correct sub nets and other computer names, along
with the correct IPs are checked properly. Sometimes a little
experimenting might help. The subnets are generated automatically and
can only be selected or not. The other computers are designed by you.
Maybe run winipcfg on the 98 PC and see if it gives you a clue.

Some hints:
- ICS works fine with the free ZoneAlarm version as well, although
their FAQs still suggest you should switch to Pro.
- Go sure you are running the latest ZoneAlarm version (this solved a
similar issue for me once).
- Check that your local network adapter (means its network address /
subnet mask) is part of the Trusted Zone.
- Set the security level to "medium" for both Internet and Trusted
Zone.
- Ensure that besides activating Internet Connection Sharing on your
server's Internet adapter, addtional protocols might have to be
enabled (SMTP, FTP, TELNET, etc).
- Your client's TCP/IP settings must define the server's IP address as
DNS Server and Default Gateway.
