Changing the Start Up Folder in XP

What is happening when I Left mouse click on File and
then Open, the program opens up in the last folder or
location that a file was opened at. I am trying to have
one of my programs by default open to one folder
regardless of where I opened a file previously. Is there
a way to change this?

Check the settings for the application. Windows does not control this
for third-party programs.
