I don't see how you can say you now only get 46 instead of 52, it's not as
black & white as that.
It has nothing to do with your ISP if it's using V90 technology, the
download speed is purely the maximum speed the SITE can deliver, up to the
maximum capabilies of your modem & phone line and can vary enormously.
OTOH, I don't know how the OS decides which speed it will display, it may
just be displaying a lower figure whereas tthe speed hasn't in fact really
changed.
Possibly someone wiser than me can clarify that.
