Since I re-installed XP and what I think are the correct video
drivers...
Text (such as icon names) on the desktop seems bold in places and dull
in others - sort of like a printout where the ink is running out.
Any ideas?
Driver issue or monitor issue?

Make sure the display is set correctly , My LG gives the best image quality
at 1440 X 900

Try degaussing the monitor. For *anything* else, you would need to tell
us *something* like the model of computer, monitor video card and
probably Operating system.

Motherboard is an ASUS A7N8X-VM/400 with an onboard Nforce 2 video
card.
Monitor is a HANNS-G HU171D TFT monitor.
Windows XP Pro

And *did* you degauss the monitor? The control usually looks like a
U-magnet with a lightning bolt through it. Another thing you might try
is rebooting to safe more - hit the F8 key 10 times once the monitor
light goes amber on a reboot and select it with the keyboard from the
startup menu that appears next - and then removing all monitors and
display adapters from device manager (from system in control panel) and
rebooting to normal windows. This is to cover the possibility that your
video/monitor drivers are corrupted. Other than these two, replacing the
monitor with a known working one is next. After that if it doesn't
change things, you replace the video card. Of course, if it *does*
change things, you replace the monitor.

Meaning leting windows install on reboot to normal one would hope.
And the problem is fixed one would assume since you give no details
as to the results.

If I dont re-install the Nvidia drivers the display looks OK, but
redraws when I scroll the page.
If I install the drivers, it scrolls OK but the text is blurred like
before.

You say "install" the drivers. Do you mean by a) as windows does
automatically by rebooting to normal windows after removing all display
adapters or b) installing them from some setup program? If the former,
it sounds like your card is dying. If the later, uninstall those
drivers, they aren't meant for your card. This is because the monitor is still
being "written to" in the same way whether or not you have it's driver installed,
whereas the video card has actual difference.
You *might* also see if there's a fan on the video card and see if it runs. Over=
heating might be a problem.

I did get these drivers off the ASUS website for my mobo.

Yep. Exact motherboard. PC was built by me from components bought
separately...
