I am not able to log off of my computer to get onto
another user on my computer. What do I need to do to see
why?

Many applications are not compatible with Fast User Switching. While this
usually results in the app being disabled under the user to which you
switch, it might be the source of the issue.
However, before trying to find a source, have you selected the option to
enable Fast User Switching? Go to Control Panel, open User Accounts, click
"Change the way users log on or off" and be sure this is selected. If not,
then select and click apply options.
If it is selected, do you receive an error when trying to switch users or
more precisely, what does happen? You can try checking Event Log to see if
there's an error that might indicate what's going on. Open Control Panel,
go to Administrative Tools, open Event Viewer and look for errors that
correspond with the event. If you find any, double click, the information
contained within might give a hint as to the possible source.
