Why am I forever getting the following error message just for trying to
delete files and folders:

Error Deleting File or Folder

Cannot delete (whatever): It is being used by another person or program.
Close any programs that might be using the file and try again.

This is driving me crazy. This pops up often when I enter Explorer just to
delete stuff. No program is open, much less is there someone else working at
my computer, as I think I'd know if there were. This is the most annoying
error message of all. I always have to log-off, shut-down, restart in Safe
Mode just to delete stuff. Which wastes a lot of time.

Can anyone tell me how to get files and folders released so as to delete
them when I want to? Without having to enter Safe Mode every time?

I’m logged into XP Pro as admin, so that’s not the problem. True this
happens mostly with Photoshop stuff, but has happened with other file types
as well.

This is a trick to delete an undeletable file by restoring a file over it with a file
created with the same name using a drive imaging program.

Instructions:

1. Create a text file and write in it a couple of letters.
2. Save that file in your root drive (C: for example) with the
same exact name and extension as the file you want to delete.
3. Now make a backup your new file (I used Acronis True Image).
4. Open your backup program and restore the file you created to
the folder where the undeletable file is, overwriting it.
4. Now you can delete it!
5. Run chkdsk
