how to format a compact flash card to fat12 using a windows xp com

i have a cf card. i need it to be formatted to fat12 so i can use it in my
car. the car connot see the card when it is formatted to fat32. i can plug it
in to a card reader and use it on my windows xp computer. it will format to
fat32, but windows gives me know option to format to fat12. does anyone know
if there is any software out there preferably free, that will enable me to
use the computer to format the card to fat12. any ideas will be greatly
appreciated.
