XP SP2.
I got about 60 icons on the desktop previously. When I started up the pc
this afternoon I got the pop up from the task bar saying 'Some unused
desktop icon, click the bubble to clean up...."

I cleaned that up but now I have only 8 desktop icons. Any idea why was
that? I definitely should have much more about that.

Are they now in the Recycle Bin?

They should be stored in an "Unused Items" folder on the Desktop. Just
drag them back to the Desktop.

To turn off the Desktop Cleanup Wizard, open Display Properties, Desktop
tab, click "Customize Desktop" button, deselect the button at the bottom
of the window.

When I got my first computer loaded with Windows XP, THAT was
the first thing that I turned off. Why that stupid feature was
ever implemented was beyond my ken.

Thanks, now I got back back the icons.
But why it cleaned up most of my 'used' icons?

Because after they sit idle for 60 days they are removed if that
setting is SET. They shouldn't do it now that you have unchecked
the option.
