I have two languages on my keyboard, French and German, which I use
alternatively. I setup two shortcuts to change the language input. The
problem is that this only affects the application in which the shortcut is
stroked. If I change the application, the other languages is still in use.
Former Windows versions allways did change the language globally. Then, with
XP, someone had probably the idea to "smart" change the language locally
within the applications. However, this was really a very bad idea.

So my questions is: how can I globally change the keyboard language without
changing the default language and restarting the computer, but by just
stroking a shortcut?

I don't think you can but if you assign a shortcut (e.g. Ctrl+Shift) then
its a small matter to switch between the two languages.

I think that the default for keyboard language switching is actually
Left Alt key + Shift key together.

Certainly on my PC this works.

I know this is not exactly what the OP wanted, but it is a quick way to
switch.
