i deleted a user name with all its files from from my
desktop. Is there a way to restore the files?

If you mean you had a shortcut on your desktop and you deleted it, the files
should still be there under the user name under Documents and Settings in
Explorer. If you deleted the user name there or from User Accounts in
Control Panel and accepted the option to delete all the associated files, if
they aren't in the Recycle Bin and you don't have a recent backup, they are
gone.

If you arer saying that you completely deleted a user profile, here is
something that may help you:
- Create a new profile, or open the profile that you want to move (restore)
the files to
- Open C:\Documents and Settings
- The folder with the old profile's user name as its folder name has all
the old profile's files in it
- Open the forementioned folder
- Copy the files you need to the new profile
