QUOTATION MARKS APPEARING ONLY IN PAIRS

I have recently purchased a laptop. It might be a general problem but I can't
seem to find its solution whenever I type the character ' or '' it won't
appear unless I type something ahead. If the following characters are typed
after ' they turn to similar Greek/French sort of characters a, e, u?

Your help would be obliged in this regard.

You're using a non-English keyboard layout. If you switch to an English
layout then the problem will disappear.
