The "Access denied" message appears when opening an encrypted file.

I get this message "Access denied" when ever i try to
open a most of my files (ie: pictures word docs,ect..). I
have tried to use the trouble shooting fix but it does
not work. Any one know why or how this happend and how to
fix this. It just started doing this today and i need the
files that it is not allowing me access to.
