I know I have to press CTRL+ALT+DEL and the click Lock
Computer, but it just comes up with the Windows Task
Manager. Any Settings I can change to make this not happen?

Thank You, but I want to make it so only I or the
adminatrator can log back on.

Pressing the Windows logo key and L at the same time does exactly the same
thing as selecting Lock Computer from the Windows Security Dialog you
describe. In XP, if the Welcome Screen is turned on, pressing
ctrl-alt-delete will bring up the task manager instead of the Windows
Security Dialog, so that is why you are not seeing it.

You could disable the Welcome Screen if you really want to, and then you
will see the interface you are remembering, but if all you want to do is
lock the computer, then the Windows logo key + L will do the job just fine.
