win xp pro startup problem

Hello, I was wondering if anyone could help me with a
problem I am having starting up win xp pro. When I shut
down the computer and then switch it back on, the screen
(and the machine) freezes at the white strip screen when
starting windows. The computer does not respond at this
time, I have to reset. Then I get the screen "we
apologize for the inconvenience but windows failed to
start successfully" etc. But I can start the machine from
here. I have no problems with restarting, though. This
problem only comes out when I switch on from an off
stage.

How the heck do I get the taskman.exe in services to
restart? The properties dialouge is not accessable!
Please help!!!
