Restricting access to HD, CDROM, A Drive

Can anyone give me step by steps on how to make the a
drive, c drive and CDROM drive inaccessible on a training
computer so that crew cannot load their own programs or
access the contents of the C drive and screw up the
system?

I would be grateful for any help you can provide me.
