I created two new user accounts, both limited accounts for my kids. neither
of them have any other sounds other than the system sounds. at one point one
account had sounds on a game but when it was shut down and restarted (the
game) the sound was gone again. this is happening to not only my computer but
a friends also. how can this be fixed. i have never had this issue with my
two other computers.

Hello,

1) Check that your volume at the Speakers and Volume Controller is not muted
2) Check that your speakers are working (plug into a different device such
as a MP3 player and verify that the speakers work)
3) Reinstall the sound card driver from the manufacturer's site. If unsure,
look for a Drivers CD that should have came with your desktop. Or post back
with the brand and model of your system.
4) Restore back to a point where the problem was not there. See
http://support.microsoft.com/kb/306084, try the above first before going to
this, as this will undo any applications and configuration changes you have
installed from that point onwards
