help problem with access to secures site

I need help from anyone???
I can not access secure site's like shopping, banks' ect.

it bring's up page not available?
why!!
Is there a problem with the program or is there a problem
with my Laptop??

This is beginning to bug me big time. I have not had this
problem before i have only just got my new laptop
