Windows XP log file: thread returned from France?

I am running windows xp home edition. The iis6.log file (see below)
states a thread is "returned from France?" Since I am in the US, is
this normal or does it represent a security problem? Thank you in advance.

Let me get this right . . .
You are now installing (or trying) IIS 6 into XP Home
back in Dec 2001 and you are wondering why it is trying
to do something about the France locale ??
Is that at all close ?
