We've got a dell dimension (450MHz) computer with an nvidia velocity 128
riva (agp) video card. Windows xp (sp3) is providing a driver for it.

The problem is that in "display" (control panel) there are no buttons for
setting the resolution, etc. There is no "advanced" button either. Under
"display properties" it shows "theme" with a sample and nothing else.

Help appreciated.

Would Dell Support have a driver?

It's a very old card and the nVidia site does not offer any XP drivers, only
Windows 98 or NT4. I don't know if those would install in XP, but you could
try
http://www.nvidia.com/object/riva_drivers.html
