Any folder that I create becomes read only and not able to programmatically
create any files inside the folder!
I tried

1. http://support.microsoft.com/kb/256614
2. Removing the read-only attribute
3. Unchecked/checked both disk compressing and indexing

No respite!

The Properties dialog have only General, Sharing and Customize tabs

It is a workgroup computer running on Windows XP with latest SP, AVG
Antivirus Free Edition,

Any workaround would be much appreciated

Thank you
Regards

Windows ignores the read-only attribute of folders. If you are unable to
create inside this folder then you need to adjust its NTFS permission
structure. Click Start / Help, then type
NTFS Permissions
into the search box if unsure how to do this.

All folders are "marked" read-only all the time. That's not your problem.
