If u go to the control panel and then administrative
tools and dbl-click local security settings, then once
inside there click on local policies and finally security
options, there is a policy called "interactive logon --
do not require ctrl-alt-del" u would want that to be
disabled ...

I'm not totally sure if that is it, but u can try it;
it's something i came across looking for another
problem ...g/l
