Cannot download certificate

Greetings,

I am running EAP-TLS on my network. I have an issue when
my users try to download a certificate from Microsoft
Certificate Authority (CA). It shows the following error
when about to install the certificate -
"Unable to install the certificate. Please verify that
your CSP supports any setting you have made & that your
input is valid. Error: 0x80090016"

Please advice. My users are using WinXP Home Edition with
SP1.
