hey, i'm using winsows me. my point is i want to block
sownloading stuff from internet into my computer and
creating new short cut on desktop. is that possible in
windows me? how can i block downloading stuff from
internet? if it is not possible in windows me, from any
operating system available?

1. Install a firewall

2. Install and antivirus application, keep it up to date and run it
at least weekly.
3. Install an application to detect and eliminate spyware:
Run Ad-Aware (free version) or Spybot to check for spyware:
http://www.lavasoft.de/ (Update if you already have it)
Or
http://spybot.eon.net.au/ (Update if you already have it)
Also in the future please take your Windows ME questions to a Windows
ME newsgroup, this newsgroup is primarily for Windows XP security.

IE6 > tools > internet options > security > custom level >
downloads (check disable file downloads)
That will block "most" of those things like dialers etc.
Unfortunately...you'll also then need to install some
freeware "downloader" program or you won't be
able to download any files with that option selected.
Many other things you can do or install...with IE5.5 or WinME.
But as Jupiter suggested you'll get more responses suited
to your needs in the ms winme newsgroup.
