msconfig.exe doesn't run

The System Configuration Utility (msconfig.exe) does not
run when I click the link in "Help &
Support/Tools/SCU/Open SCU". I also tried to run
msconfig.exe directly in "start/run" but no luck.

I have MS Win XP Home, SP1, and the msconfig.exe file is
ver. 5.1.2600.1106. I have the same problem on two
separate computers, each running (naturally) its own
original, store-bought,activated MS Win XP Home. I am
logged in as the administrator on both machines. I must be
doing something wrong, but what???
