I would start by checking your account type and make sure
it is still set for Administrator. You can do this via
Control Panel by selecting User Accounts or by simply
clicking on your name at the top of the Start Menu,
clicking the Back button, then clicking Account Type and
setting it to Computer Administrator. If it is already
set for Administrator, then I would suggest starting a
new User Adminstrator Account, then once sure the tools
are back and everything appears as it should, simply
delete the old 'inoperable' account. I hope this
