I'm 99% sure that there's no easy way to do this but it would be cool if
there was; is there a way to make the Taskbar background transparent?
Second best would be to change the background color without changing it for
other 'appearance' variables.

With Stardock's ObjectBar(part of the ObjectDesktop suite), you can make any
number of changes to your Taskbar.

You need third-party software to do this - this is not supported
out-of-the-box by Windows. In addition to Donald's suggestion, I believe
that nVidia graphics drivers have an option that allows you to make the
taskbar (and other windows) transparent.
