Hi,
Does this error message something new or it was dragging you for a long time?
This famous error message for the lack of resources on your Machine. This
can happen if you have many hungry programs been configured to run at start
Up and connect to the server either to get updates or just connect and wait
for your commands! things to look for: Messengers, Anti-virus, anti malware,
windows updates...etc)
Also, this can happen if your machine if infected with viral infection and
you need to run a thorough scan for both malware and viruses with up2date
security software.

Also you can use process explorer from Microsoft to see in real time what
hogging your system or you can use Task manager to see what processor using
the most of the CPU memory.
Or, send us your event viewer error messages to look at it and see what
causing this issue.
