rt click on My Computer, click on Manage, there is a
section in the management console named local users and
groups, goto users, find the user that you want to change
permissions for, then rt click, goto properties, member of
Tab, and add or remove the user from any group

Local Users and Groups does not exist in XP Home, if I recall correctly.
This is a feature of XP Pro.
