Internet options problem

Just discovered that I cannot access internet options.It tells me "that this
operation has been cancelled
due to restricions on your computer.Contact systems admin".I am not on a
network and I am
the admin!Any Ideas as to what has happened?

Are you running Spybot if so click on immunize scroll
down the page uncheck the bottom 2 boxes this should
work

Actually just the one box needs to be unchecked, the bottom
box. The other two boxes can remain checked to prevent
homepage hijacking.
