The following was written by David Cross [MS] about this
earlier today:
if you look in add/remove programs (windows components)
you will find the
windows root update (it is called "update root
certificates" in add/remove
windows components which downloads the latest list of
roots for your system
and used by IE, etc. Most people want to use this
service. Only if you
want very strict control over your root PKI trust would
you turn this off.
