You might try downloading Zone Alarm from zonelabs.com.
It's a firewall that when you set it correctly, blocks
your IP address from being broadcast which in turns
prevents the popups you describe. I've had good luck
with it so far. I use the free version. Of course they
also have an improved version you have to pay for.
