Can't boot system, probably corrupt registry, I'm trying
to follow KB 307545. Recovery console will not accept
admin password - ref KB article 308402.
How can I get hotfix Q308402 to enable admin logon to
recovery console?
I have a downloaded SP1 exe on another PC, can I extract
hotfix files?
Can I download hotfix on its own?
Any ideas?

My close reading of 308402 leads me to think that if XP won't boot, you
follow step 1 under Resolution. I don't know if they are implying that
you can't do this from a CD boot, since they describe doing it from
floppies. Perhaps MS has included the required RC hotfix in the boot
floppy images? Worth a try following step one exactly.
My only comment to the arduous task you face is that if an F8 boot and
Last Known Good Configuration would work, that is much simpler, so give
that a try first, if you haven't already.

Downloaded boot disks and was able to get into the
recovery console. The fix must be included in the boot
disks as you suggested.
Followed the instructions in 307545, but can't get past
part one. Having copied the registry files from the
\repair folder the PC still won't boot.
Looks like I'll have to rebuild.

Sorry to hear that. Did you try copying the registry files from one of
the RPnnnn\snapshot folders in SVI? Of course not, since the RC can't
access the SVI folder. See "HOW TO: Install and Use the Recovery Console
in Windows XP"

Down at the bottom of the article is a reference to an environment
variable that you can set to allow RC to access all folders. The env
variable is "AllowAllPaths" which should be set to "TRUE". Run the "set"
command from within RC:
set AllowAllPaths=TRUE
and then run set again to see that it is set. Now you should be able to
execute Part 2.
Once you get any kind of boot, you should be able to run System Restore
and restore back one point or two and get close to where you were.
