I checked the policy settings in registry, and NoRun is 0
like it should be, but "Run" is not on the start menu,
WinKey+R tells me I dont have permission (I'm the admin),
and I cnt run a new task under task manager....any
thoughts?

If group policy is in effect, it will change the registry keys whenever
you logon. You need to run the group policy tool to change the policy or
else disable group policy and only use the registry keys.
