User Configuration Settings

I'm trying to setup a public pc and configure some of the
user configuration settings under the group policy
editor. I make the changes I want and they work fine but
when the machine is rebooted the changes are gone and
everything is back to default. I'm not joined to a domain
but I do have a Novell client on the machine that is not
pushing down any settings. Does anybody have any ideas?

The setting for group policy are under a folder
%windir%\system32\grouppolicy

Do you have write permissions for this and sub folders, if not it may not be
writing the changes to the registry

Just a guess!
