I have a stand alone desktop. Can anyone tell me how to
create password protection prior to getting into windows
so that access is limited to those with the password.

That is a feature of your BIOS setup. Read the BIOS startup screen to
discover what key to press to enter BIOS setup and create a boot
password.
If you forget the password, it will be an expensive fix.

Not necessarily, if you forget your bios password you can
usually wipe it by pulling the cmos battery and the power
cord for a few minutes, reinserting the battery and then
rebooting and reloading defaults. This works with a
desktop, might be a bigger problem with something like a
tablet or a laptop where you can't easily reach that
battery or a cmos clear jumper.
