I am running XP home and want to access secpol (Local Security Policy) and
gpedit although i don't have these files on my computer. Is there any way to
get them to work.

Also, is there a way to use the Local users and groups mmc? It is
deliberately crippled

secpol and gpedit are not available for Home edition, and
copies taken into Home do not work.

lusermgr.msc does not work for you ?
How about at start/run using
control userpasswords2
?
