when logging in as a user with administration rights I am
unable to defrag harddisks, the error message says I need
admin rights which I have.
My PC belongs to a domain

What probably is happening is that your user has admin rights on the domain,
but does not have admin rights on your XP machine. These are two very
different things. You can achieve this, however, by logging on *locally* to
your XP machine and adding the "domain admins" group from your domain to the
local computers administrator group.

It is actually tighter than that if you read the EULA
It is not just

but is
1 license = 1 simultaneous install on 1 machine
