shut down a hard drive

i wanna shut down a hard drive so thath only the admin
could acces it. how do i do thath?????????

Delete all other users and never enable the Guest account. A computer is
useless to someone who can't access the hard disk.

isnt there any other way....
why is it disabled to make private folders in other
driectorys than "my documents"

Let's be sure I understood you properly...are you saying that you do not
want any other users to have any access to anything on the hard drive? If
so, I am replying that no one can use a PC without being able to access the
hard drive in some way. This is possible with so-called dumb terminals, like
the kind you might find in a hotel lobby, for example, where the terminal is
locked and users cannot interact with the system at all, save for what the
terminal allows.
