etc." from the UAC every time?

To avoid UAC at start-up you have to create a task with highest privileges
with Task Scheduler. Create a basic task to run your program, and under
Security Options:

Change User or Group: enter ' system '.
Select ' Run with highest privileges '.
Configure for: Windows 7
