We are changing a computer for use for a new employee.
Under Documents and Settings the name of the original
user is there. We cannot change the name; when we try the
comes up "NAME is a windows system folder and is required
for Windows to run properly. It cannot be moved or
renamed."

Can this name be changed?

You cannot do that because this is a system managed folder that holds the
profile of the original user.
When the new employee logs on, a separate profile folder will be created
automatically for them.

You can also delete the old user's profile by going to the System applet in
control panel, selecting the Advanced tab and clicking the "user profiles"
button to view and edit profiles.
