Is there a way to restrict users from changing screensaver
passwords once they have been set?

Let me have another go at this: If you set a screensaver password on a
user's computer, and the user does not watch you as you're doing it, then
only you know the password. Nobody else can change it. However, any user can
press the power switch on the computer and log on again.
