Nope. You would have to use a virtual machine and install your own
copy of XP.

Isn't XP mode just a pre-packaged VM with XP?

Essentially, yes (a modified version of Virtual PC), but it works with the
host OS somewhat more closely than a "normal" vm. See here:

Microsoft's virtual machine engine replacement is Hyper-V.
But it's got enough restrictions and gotchas, to make
that a less desirable solution.

Then there's the issue, of whether the pre-packaged
VM image that made WinXP Mode possible, would run in
Hyper-V.

For the option described here, to work, again, more
gotchas. They propose running the WinXP Mode VM in
VMWare. VMWare 3.x had an import option, but VMWare
honors Microsoft licensing restrictions. If the host
OS is not one intended to support WinXP Mode, then
VMWare should not allow it to run. So that import option
in VMWare, is not exactly free of restrictions. VMWare 4.x
may have a slightly different procedure to do that as well.
(Importation might be via a separate, standalone tool.)
A person could waste an evening, farting around with that
and getting nothing for the effort but calluses.

If you take a regular WinXP OS install disc, a legit
key for that OS, you can install WinXP in VirtualBox,
which is free. That's another way to have WinXP running
on a box, and VirtualBox has working USB passthru (so
a USB scanner driver in WinXP, could see a USB scanner
in hardware).

So as of Windows 8, running your older OS is nothing
but a PITA and a waste of your time.

I tried running VPC2007 and Windows Virtual PC (which
is effectively the W7 version of VPC2007), and Windows 8
is clever enough to stop their execution at runtime.
So Microsoft will allow you to waste your time, setting
up tools like that, and then use the new Windows 8 veto
capability, to stop you. While Microsoft has a
compatibility web page, where you might look up programs
in advance, it isn't exactly that convenient.

I suspect the compatibility table is just about useless,
and you'll have to test or do further research to find
out what real users are finding.

You don't need to have a copy of WinXP and license key
in hand, to evaluate whether some free VM software
will run or not. If you need something cheesy to install,
you can always mount a Ubuntu ISO9660 image, and install
that. That would at least prove the guest VM can run something.
If it passes that test, and *some* guest VM runs, then
you can invest extra time and effort, testing WinXP.

Yes. XP Mode from MSFT is only provided or available with Windows 7 Pro or greater.

Other routes.
If you have Windows XP o/s on CD other virtual options are available than the XP Mode license/download method provided with Windows
7 Pro or greater.

In either case the pc has to be capable of supporting a virtual environment.
