Yes. Use Task Scheduler, just as in all versions of Windows since at
least Win98.

Well, it's in the Consumer Preview, and I found it in about 2 seconds
with a search. I know it's in the release version too, so you just
aren't looking very closely.

Co to 'search' on the rhs of the screen, search for 'schedule' under
settings not applications, it's there.
