Cannot save password in exploer or messenger

Trying to find out why the system is not adding
the "Remember my name and password on this computer"
check box in explorer and/or MSN Messenger ar windows
messenger. i a good sercurity feature if your in a place
that need such rules, but here at home i like to save the
password to the proxy server and have Messenger login
automaically when windows start. B the check box for both
applications is gone..

Any suggestions?
