For those interested, I sorted this problem out by
upgrading the machine to XP Pro and then checking the
files' security properties. For some reason, they had
absolutely no security descriptors at all-- no permissions
listed at all. For some of them, when I added one, about
seven others would appear that were in line with other
files in the directory.
It's an apparent bug.
