It can be used to make part of a rescue CD.

Check what tool deposited it there. Macrium or
Acronis etc.

The rescue CD made, will have a .wim file on it,
and provides a basic set of services so a standalone
program can run. Like a backup software for example.

Are you short of disk space? Unless you are, don't think about
removing it.

One billion may sound like a lot, but it isn't. These days, when a 1TB
hard drive is common, and sells for around $50, 1GB is about a
nickel's worth of disk space.
