The XP menu was the same for all users.
In Win7 they decided to make it tailorable for different users. And that
was the death-knell for your "simple" menu.

Job Security: Without gratuitous changes like the default Tile mode and
moving the furniture around, there would not be enough man hours
required to re-train employees/users.
