I need larger taskbar icons.

I have all adjusted to taste except the taskbar icons. I cant find
where to do this.

You'll probably find you're already seeing the "large" icons and your
only choice is to make them smaller :-(

(right click empty section of taskbar, properties, use small taskbar
buttons).

If you have Toolbars (such as Quick Launch), you can right-click on the left
size adjuster and select View. . . Use Large Icons. For the rest of the
taskbar, Right-click and select Properties. . . uncheck "Use small taskbar
buttons." Unfortunately, none of these methods will change the icon size in
the notification area :-(

Truly bad news. Is there a "Classic Shell" for Win10?

In desperation I may have to arrange shortcuts along the bottom of the
screen, and put the existing small icons at the top.
